The City of Chesapeake's Parks, Recreation and Tourism Department is seeking an experienced and detail-oriented Payroll/Human Resources Technician II to join our team. This position plays a vital role in supporting departmental operations by coordinating payroll functions, facilitating onboarding and training activities, and assisting with a variety of HR-related tasks.The ideal candidate will be a proactive and organized professional with a strong background in payroll processing, personnel administration, and customer service. This position requires accuracy, confidentiality, and a strong commitment to supporting the employee experience.
Key Responsibilities:

  • Payroll Processing & HRIS Management
    • Serve as lead payroll processor for the department, handling semimonthly and weekly payroll cycles.
    • Audit and verify timecards, leave balances, salary adjustments, and personnel actions.
    • Maintain payroll records and employee data using Kronos (Dimensions) and MUNIS/HRIS.
    • Ensure accuracy of deductions, benefits, and demographic updates in accordance with City policies.
  • Employee Onboarding & Personnel Support
    • Coordinate onboarding for new hires, including preparation of packets, scheduling of background checks, and orientation sessions.
    • Submit and track required documentation (insurance forms, tax forms, I-9s, etc.).
    • Maintain organized and confidential personnel files and electronic records.
    • Process employment actions such as new hires, promotions, status changes, and separations.
  • Customer Service & Communication
    • Provide support and information to employees, supervisors, volunteers, and the public regarding HR and payroll procedures.
    • Respond to inquiries related to pay, benefits, and City policies.
    • Serve as a point of contact for departmental personnel regarding HR matters.
  • Training, Coordination & Support
    • Track employee training and certifications; register staff for training as needed.
    • Assist with departmental training events, in-house sessions, and employee recognition activities.
    • Support the HR Specialist with special projects, employee engagement, and recruitment-related efforts.
  • Administrative & Financial Support
    • Process accounts payable, vouchers, requisitions, and travel reimbursements using PeopleSoft.
    • Assist with preparation of the annual personnel/payroll budget and monitor expenses throughout the year.
    • Prepare and distribute correspondence such as COBRA notices, clearance forms, and benefit updates.
  • Team Collaboration
    • Provide guidance and support to the Payroll/HR Technician I position.
    • Cross-train in other departmental administrative and accounting duties; provide backup support as needed.
    • Attend and contribute to staff meetings and training sessions related to payroll and HR processes

What We're Looking For

  • Proven experience with Kronos/Dimension and MUNIS/HRIS systems.
  • Exceptional accuracy and attention to detail in payroll and data processing.
  • Strong communication skills and a serviceoriented attitude.
  • Capacity to balance multiple professional areas-HR, payroll, training, and administrative tasks.
  • Ability to guide and support junior team members and take initiative on special projects.
