Physical Demands
- The work is primarily sedentary, however, it occasionally requires visiting industrial worksites, manufacturing plants, maintenance shops, aircraft hangars, and airport ramps.
- The work requires handling aircraft parts that may be sharp or heavy (more than 25 pounds).
- The work may also involve responding to the scene of an aircraft accident in the field or examining aircraft wreckage.
Work Environment
- The work is normally performed in an office setting, but will travel frequently to field offices, maintenance providers, aircraft manufacturers, and other vendors related to FBI aviation operations.

Major Duties:
GS-12
- Primary advisor to FBI aviation safety program manager, ensuring enterprise compliance with Safety Management System, federal regulations, and FBI policy.
- Ensure quality assurance oversight regarding safety of airworthiness of aircraft, aircraft systems, aviation communications, and special mission equipment.
- Track safety performance indicators to include, but not limited to safety meeting currency, inspections, training, safety reports, flight evaluations, and investigations.
- Provide aviation safety support to aircraft operations units regarding crew, life support gear, aircraft, and mission equipment.
- Coordinate contract and vendor support to ensure quality oversight and compliance with FAA and FBI policy and regulations.
- Conduct aviation safety data collection and trend analysis in support of program management, budget, and programmatic decisions and strategy.
- Contribute to aviation standardization through policy review, evaluating Standard Operating Procedures (SOPs), and drafting/issuing interim guidance.
- Develop risk mitigation strategy for safety of flight review board in support of aviation research, development, testing and evaluation (RDT&E) missions.
- Evaluate and provide support for ongoing aviation maintenance, safety, and training initiatives, including both administrative oversight and direct support for operational programs.
- Track and ensure FBI safety reporting program is in compliance with federal regulations and FBI policy.
- Conduct on-site visits of operations, maintenance, and mission systems providers to foster understanding and compliance with FBI safety procedures and protocols.
- Participate in new aircraft requirements, testing, and inspection prior to acceptance into FBI fleet.
- Travel in support of large-scale operations and high priority aircraft surges to ensure air worthiness and mission readiness of FBI aircraft.
In addition to the above:
GS-13:
- Provide advance safety program support and oversight of data collection, analysis, and corrective actions as applicable.
- Conduct market research and specialized support to aviation life support equipment.
- Participate in continuous improvement initiatives to advance aviation safety program.
- Conduct safety program assessments, document results, and present findings to program managers and senior leaders.
Qualifications and Evaluations

Specialized Experience (SE):
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
- Experience with Aviation Safety Management System (SMS), implementation and compliance.
- Demonstrate at least one year of recent specialized training and/or experience in supporting aviation safety operations.
- Experience in using computerized database systems, risk assessment software, and/or safety reporting systems.
- Experience in preparing reports; researching, analyzing, and providing recommendations.
- Experience in gathering and compiling aviation safety data and analyzing to detect unsatisfactory trends or weaknesses in the quality/inspection systems, including sampling plans.
- Experience in assisting in aviation investigations such as complaints, occurrences, incidents, accidents and/or violations.
- Experience in reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
- Experience verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
- Experience identifying inadequacies and requesting correction action.
- Experience computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
In addition to the above:
GS-13:
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
- Experience in aviation safety management system and quality assurance programs.
- Experience with safety inspections and aviation accident/incident investigations.
- Understanding of safety data collection, analysis, and ability to identify performance indicators.
- Experience and understanding of FAA and FBI aviation policies, programs, regulations, missions, and objectives as they relate to the analysis of forensic evidence to ensure all quality and proficiency testing practices are within regulatory guidelines.
- Experience in advanced writing and oral communication skills to prepare and present audit and quality assurance reports, policies, documentation and briefings.
Desired Skills
Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

- Certification as Safety Officer or specific training in aviation safety.
