ABOUT THE DEPARTMENT:

The Human Resources Department (formerly known as the Personnel Department) provides support and administers programs and services to attract, develop, and retain a high performing, diverse workforce that is prepared to provide exceptional services to the City’s residents. Human Resources staff work with all City departments to perform outreach and recruitment, provide information about City employment opportunities, administer collective bargaining agreements and City employment policies, ensure that fair labor practices are followed, offer competitive benefits to employees and retirees, and foster a productive and inclusive work environment. The HR Department also strives to provide learning and development opportunities for employees, with particular attention paid to expanding on the City’s Anti-Racism, Diversity, Equity, and Inclusion Initiative.

ABOUT THE ROLE:

The Human Resources / Labor Service Analyst plays a key role on the HR Administration team, helping to ensure the smooth execution of day-to-day operations. This position is responsible for managing HRIS transactions within PeopleSoft, including managing leave and accrual processes for the City, conducting mass data changes, and developing custom queries in PeopleSoft. Additionally, this role manages labor service and civil service processes while supporting special projects to enhance HR operations and efficiency.

ESSENTIAL DUTIES & RESPONSIBILITIES:

The following duties represent the key responsibilities of the Human Resources / Labor Service Analyst role. This list is not exhaustive and may evolve as City needs change:

  • Manage HRIS transactions and data management in PeopleSoft. Develop and manage queries in PeopleSoft to analyze HR data.
  • Maintain accurate and up-to-date employee data within PeopleSoft.
  • Generate, analyze, and deliver queries, dashboards, and metrics.
  • Develop ad-hoc queries and custom reports based on department-specific requirements.
  • Perform regular data audits and cleanups to maintain data integrity and compliance.
  • Assist with backend system updates and mass data changes in PeopleSoft (e.g., contract ratifications, cost of living adjustments).
  • Administer civil service and labor service processes, including maintaining eligibility lists, issuing certifications, and coordinating communication with the Human Resources Division (HRD) at the Commonwealth of Massachusetts and City departments.
  • Manage leave administration, ensuring accurate tracking of accruals, adjustments, and compliance with contractual agreements.
  • Coordinate payroll-related processes such as sick leave incentives, vacation buybacks, and longevity pay, verifying eligibility and ensuring timely approvals and payments.
  • Conduct employment and retirement research, verifying service records, preparing documentation, and assisting employees with retirement buyback processes.
  • Support policy development and compliance efforts by assisting in policy reviews and updates to align with legal and contractual requirements.
  • Serve as a point of contact for employees and departments regarding HR policies, leave benefits and civil service procedures.
  • Participate in HR projects and system testing, including PeopleSoft upgrades, tax testing, and leave plan modifications.
  • Supports special HR initiatives, including the Mayor’s Summer Youth Employment Program and other special projects.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor’s Degree in Human Resources, Information Systems, or a related field (or equivalent experience)
  • 3-5 years of experience in Human Resources, HRIS administration, with a focus on PeopleSoft preferred.
  • Experience in a municipal or public sector environment is highly desirable.
  • Strong knowledge of HR processes, including payroll, benefits, and compliance.
  • Experience in civil service and labor service administration is preferred.

Knowledge, Skills, and Abilities:

  • Proficiency in HRIS systems, preferably PeopleSoft, with experience in developing queries and managing mass data changes.
  • Excellent organizational skills with the ability to manage multiple tasks and prioritize effectively.
  • Experience working with civil service regulations, labor service processes, and compliance requirements.
  • Strong analytical and problem-solving skills to troubleshoot system issues and recommend process improvements.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and SharePoint).
  • Strong attention to detail and ability to maintain accurate records.
  • Ability to work independently while handling confidential and sensitive information.
  • Effective written and verbal communication skills, with the ability to interact with diverse populations.
  • Experience managing recurring HR project cycles, such as leave administration, longevity payments, and civil service lists.

PHYSICAL DEMANDS:

Ability to access, input, and retrieve information from a computer system. Must be able to answer telephones and manage multiple files. Minimal lifting of up to 20 pounds may be required. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

WORK ENVIRONMENT:

General office setting with air conditioning and fluorescent lighting. The work environment is active, with frequent phone calls, walk-in inquiries, and system-related troubleshooting. Occasional extended screen time may be required for HRIS system management.
