ABOUT THE POSITION

Under general supervision, persons in this position determine initial and continuing eligibility for public assistance benefit programs including Medi-Cal, CalFresh and CalWORKs.
 
Duties include:

  • Gather personal information from applicants and beneficiaries through face-to-face interviews, telephone contact, and mailed correspondence.
  • Enter the information gathered into a computer system used to determine program eligibility.
  • Learn, interpret, and apply relevant rules, regulations, and procedures.
  • Identify client needs and make appropriate referrals for health, social and/or employment services.
  • May process initial applications, monitor, and administer an assigned workload.
Perform other specialized work as assigned.

Bilingual Testing:
Bilingual Testing/Certification: The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements. 

Hybrid Schedule:
The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

ABOUT YOU

Our Highly Qualified Candidate

Our highly qualified candidate for this position will have:

  • Prior recent experience working as an Eligibility Worker in a county or statewide public agency within the last two years.  
  • Commitment to public service, demonstrated in part by prior experience providing customer service in the private or non-profit sector.  
  • Proven capacity to build collaborative relationships with coworkers and clients from diverse cultural/socio-economic backgrounds. (Prior experience serving economically disadvantaged persons is preferred.)  
  • Strong organizational skills; the ability to communicate clearly verbally and in writing; basic math skills and well-developed computer literacy.
  • Strong work ethic, the capacity to learn quickly, and a desire to continuously develop as a professional dedicated to serving the community.  
  • Experience working in the CalFresh, Medi-Cal, or CalWORKS programs is highly desirable.  
  • Experience using the CalSAWS system
  • Extensive experience serving Spanish-speaking clients from varied backgrounds, including recent immigrants and those facing economic hardship.
Qualifications

Knowledge of
  • The goals and functions of a social services agency.
  • Techniques of interactive interviewing and information gathering.
  • Principal sources of information required to establish eligibility for various public assistance programs.
  • Laws, regulations and rules of multiple public assistance programs.
  • Computer applications related to the work.
  • Standard office practices and procedures, including the use of standard office equipment.
  • Record keeping practices.
  • Business mathematics.
  • Fundamental aspects of human behavior.
Ability to
  • Learn, apply and explain the policies and procedures of a County social services department.
  • Utilize bilingual skills to learn, read, apply and explain the laws, rules, regulations, policies and procedures of multiple public assistance programs.
  • Learn and effectively utilize SAWS and other computer applications related to the work.
  • Perform in-depth fact-finding interviews in a designated second language.
  • Make accurate mathematical calculations.
  • Communicate effectively to non-English speaking or bilingual clients.
  • Accomplish a high volume of work amid interruptions.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Prepare clear, concise and accurate reports and correspondence.
  • Understand and follow written and oral instructions.
  • Enter data into a computer with accuracy and sufficient speed to perform the work.

Minimum Qualifications

One year of experience comparable to the Eligibility Worker I class and successful completion of the equivalent to the County of Marin's Eligibility Worker I training program which will have provided the knowledge and abilities listed above.

SPECIAL REQUIREMENTS
Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.
 
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
