Important Note- This posting may be used to establish a list of qualified candidates for the Asset Management Program Manager (Project/Program Manager IV Classification) in the Parks Division during the following timeframe, August 2025-January 2026.King County Parks and Recreation Division is seeking a dynamic and strategic leader to serve as the Asset Management Program Manager, a critical role that supports the entire Parks Division.
About the Role:The Asset Management Program Manager will oversee the operations of Parks' enterprise asset management system Lucity as well as GIS and other data tracking work for the Parks division. This leadership role blends technical expertise with people leadership and will supervise a team of three highly skilled database, GIS, and technology experts.
As the Asset Management Program Manager, you'll lead team development, guide implementation of the strategic asset management plan, manage work plans and special projects, support program budgeting, and troubleshoot technical issues.
This role includes both remote and on-site work.

About the Team:
The Asset Management Team sits within the Capital Improvement Section of King County Parks' Facilities and Asset Management (FAM) Unit. The Asset Management Team is comprised of individuals from the FAM unit who work in close partnership with Asset management specialists in the Operations Section. We're a collaborative group of GIS specialists, data analysts, and system administrators committed to supporting the entire Parks Division through robust asset management, technology integration, and data-driven insights.
Working in close partnership with Operations, Maintenance, and Capital Project teams, we maintain and enhance Parks' enterprise asset management system (Lucity), GIS infrastructure, and key information systems that support our extensive infrastructure.

Job Duties
What You Will Be Doing:
As the Asset Management Program Manager, you will:
- Supervise, coach, and evaluate a team of database, GIS, and technology professionals; oversee work plans, training, and professional development.
- Asset Management Program Management:
- Provide leadership for maintenance of the existing Lucity asset management modules in production environment including management of vendor and consultant contracts, development and tracking of program budgets and schedules, coordinating routine upgrades of Lucity and GIS geodatabases with King County Information Technology (KCIT), Lucity user management, quality assurance of the Lucity database, and support of the Lucity production environment.
- Manage design, development, testing, and implementation of new asset management modules, enhancements to existing asset modules, migration of data between modules, updates to GIS geodatabases, and other related work including development of timelines and cost estimates for phases of the projects.
- Manage the processes for collection of assets for inclusion in the system and provide support and training for staff using the software, including occasional field work.
- Managing the relationships and coordination between multiple stakeholders who use the enterprise asset management system for different purposes such as work orders, inspections, preventive maintenance, asset inventory mapping, condition assessment and evaluation for replacement.
- Management Information Systems:
- Develop functional, business, and technical requirements to manage the extensive data reporting needs required for tracking Capital Projects including interfaces between Lucity and other County software (Unifier, Oracle, Faster, GIS) as well as coordination with KCIT. Utilize methodologies such as LEAN, Agile, or similar methodologies for continuous process improvement.
- Develop custom reports, query databases, and extract data from information systems to address business, financial, and operational needs for integration of data utilizing GIS Systems, Crystal reports, Excel, SQL, Power BI, PowerShell, AirTable, or other software. Present this data to management and leadership in a non-technical, easy-to- understand format.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Knowledge and experience with enterprise asset management systems, inventory management systems, or similar types of tracking systems with infrastructure-related assets.
- Demonstrated experience in project management of technology projects that involve implementation, integration, updating, and/or testing of software systems.
- Proven ability to lead, manage or supervise cross-functional project teams.
- Hands-on experience analyzing data and generating reports from databases using SQL, and creating visual dashboards with tools such as Power BI, Tableau, or similar platforms for diverse audiences.
- Strong written and verbal communication skills, with the ability to tailor messages to technical and non-technical audiences.
- Excellent presentation skills with proven experience briefing leadership and management teams.
Physical Requirements:
Ability to work in all types of weather and traverse on various uneven terrains in parks and trails.

Required Licenses/Certifications:
A current Washington Driver License (or ability to obtain one upon hire), or alternative ability to travel in a timely manner to various locations including sites which are not served by public transportation.
It Would Be Great if You Also Bring:
- Experience using or administrating Lucity asset management software or similar system such as City Works.
- Experience using GIS or similar mapping software to create maps or analyze data sets.
- Understanding of Parks operations and maintenance methodologies and asset types across a broad system of parks, trails, natural areas and facilities
- Understanding of public agency capital project phases and processes.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 2-4 times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and Central Maintenance Facility (3005 NE 4th Ave, Renton). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week, Monday through Friday. Standard hours are 8:00 am - 5:00 pm. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
